Madras Provides Update On Police Chief Recruitment Process

The City of Madras is providing an update regarding the Police Chief recruitment process and next steps to ensure continued leadership and stability within the Madras Police Department.

On January 6, 2026, the City completed interviews with four qualified candidates for the Police Chief position. Following the interviews, the City extended an offer to a preferred candidate. Following additional discussions, the City and the candidate did not reach final agreement on employment terms. As a result, the candidate has declined the offer.

While this outcome was not the City’s desired result, it reinforces the City’s commitment to ensuring the right long-term leadership fit for the Madras Police Department. This is a critical role for the community, and the City is committed to a deliberate, responsible hiring process rather than rushing a decision or making commitments that are not sustainable.

Next Steps in the Recruitment Process

The City has formally reopened the Police Chief recruitment in partnership with its consulting firm, GMP Consultants. The City will begin an additional round of outreach, recruitment, and candidate evaluation to identify strong candidates who align with the City’s values, expectations, and long-term goals.

Interim Leadership Plan

Interim Police Chief Paul Garrison will continue serving in his role through January 23, 2026. At the January 13, 2026, City Council meeting, the Council formally appointed Sergeant Angie Elder as Acting Police Chief beginning January 23, 2026. Sergeant Elder would serve in this capacity until the Police Chief position is permanently filled or until further action is taken by Council.

To support continuity and operational stability, the City Administrator is also requesting Council authorization to engage Interim Chief Garrison in a short-term consulting role. Under this arrangement, Chief Garrison would provide advisory support to Acting Chief Elder, assist with recruitment outreach, and offer guidance during the transition period.

Maintaining Department Operations

During this transition period, the City’s focus remains on maintaining consistent police services for the community. Acting Chief Elder will prioritize day-to-day department operations, while the City Administrator will oversee budget preparation, labor negotiations, and human resources matters, with additional support from Chief Garrison as needed.

The City Administrator will assess recruitment progress over the next 30 days. If it becomes clear that identifying permanent candidates will take longer than anticipated, additional interim leadership options will be evaluated to ensure continued stability and effective oversight.
